Carmen is a transportation planner specializing in parking management, Transportation Demand Management (TDM), and emerging mobility. Nelson\Nygaard’s emerging mobility practice is committed to putting people first in a new era of transportation. As part of this work, Carmen has worked with cities and private companies throughout California to develop parking management and TDM plans and programs that consider the effects of new mobility solutions. She is currently working with LADOT on its Dockless Vehicle Program. The project consists of compliance and program evaluation for the largest micromobility program in the world outside of China. Carmen helps communities prepare for the future and become better connected, safer, and more equitable.
