This is an overview of how the Portland Climate Action Plan was revised to include the equitable disparities that existed in the first one. It lays out the process strategies, budget considerations, and people that were involved and brought along for the process.

Key findings



An updated Climate Action Plan that better integrates equity to maximize benefits and reduce barriers for communities of color and low-income populations.



A set of climate equity metrics that can be used and refined to track progress on 1) ensuring Portland’s climate actions are more equitable, and 2) furthering equity goals as defined in the Portland Plan through climate actions.



A plan to continue to build relationships with diverse communities, and diverse membership within these communities, around climate change.


