Before the pandemic, Urbanism Next developed a framework organizing the disruptions to cities caused by emerging transportation technologies on land use, urban design, building design, transportation, and real estate. COVID-19 has disrupted the trajectory of these emerging technologies and will, in turn, change some our original assumptions. This paper revisits the original Urbanism Next framework, taking into account the cascading impacts of the pandemic. This report is one of two reports completed by Urbanism Next on the impacts of Covid-19.

Make pedestrian ways, particularly sidewalks, first class members of an open data transportation network. The OpenStreetMap (OSM) project has made available extensive, user-contributed open data on transportation networks, providing the basis for many use cases and downstream activities, including rich analytics, travel route optimization, city planning, and disaster relief. Sidewalks in the built environment have generally been treated an addendum to streets, failing to serve people with limited mobility.
The Urbanism Next Center at the University of Oregon, in partnership with Alta Planning + Design, Spirit for Change, and Metro hosted the Future of Public Spaces and Placemaking workshop on January 24th, 2020. This one-day workshop, supported by the Knight Foundation, brought together a wide range of community activists, government officials, policymakers, urbanists, planners, designers, technology representatives, and other professionals to share ideas and concerns, and to discuss emerging technologies such as new mobility, Mobility as a Service (MaaS), autonomous vehicles (AVs), and e-commerce, and their impacts on urban space and placemaking. The workshop concluded with a site-specific charrette aimed at investigating how communities can best prepare for these changes and adapt their public spaces to create places that are resilient, dynamic, equitable, and sustainable.

The purpose of this study is to go beyond cataloging pilot projects to determine the lessons learned, emerging trends and considerations, and examples of promising practices from pilot projects in the United States and Canada. Researchers assessed 220 pilot projects and 11 case studies. Based on that assessment, they recommend 10 actions for pilot projects generally. The study resulted in 31 lessons learned organized by pilot goals, evaluation, implementation, outcomes, and policy and infrastructure implications.

This article questions the effects of parking minimums and policies on residential renters in the U.S. by analyzing a sample of rental housing units from the 2011 American Housing Survey.
Parking drives up the cost of development and puts the burden on tenants who purchase or rent housing in these developments. Most zoning codes and practices require generous parking supply, and tenants are forced to pay for parking regardless of if they are using it. This reduces housing affordability which has a disproportionate effect on lower-income households.

The goal of this white paper is to consider the impact of AVs on municipal budgets. AVs create a “potential rat’s nest of a budgeting challenge.” This paper seeks to begin the process of untangling that rat’s nest, and provide the foundation for future phases of the project that will consider potential additional revenue sources to fund the infrastructure changes that may come from the integration of AVs as well as land use planning implications.
Metro data enables deep analysis of cyclist and pedestrian activity including popular or avoided routes, peak commute times, intersection wait times, and origin/destination zones. Metro processes this data for compatibility with geographic information system (GIS) environments.

EcoLogistics Self-monitoring tool is a calculation tool developed for cities to estimate their greenhouse gas emissions from urban freight transport. It allows the assessment of baseline and target scenarios wherein specific technologies or strategies are hypothetically implemented. The tool also acts as a monitoring tool for cities to make meaningful comparisons over time and with other cities in terms of urban freight emissions.
BikeAble can use mapping technology to model the low-stress bike route options available from any origin to any destination. Doing this for a large number of origins and destinations allows us to aggregate the results to show not just how connected one household is to key destinations, but how well connected an entire community is.
This report evaluates the Massachusetts Bay Transportation Authority's "The RIDE" pilot project. The pilot project, which is still in operation today, is an example of a public-private partnership, where the MBTA subsidizes ADA paratransit rides provided by Uber, Lyft, and Curb their traditional ADA paratransit customers. The analysis and modeling in the report is based off of data provided by the MBTA stretching from the pilot's start date in October 2016 through March 2018.

This paper, for the first time, presents comparable projections of travel behavior impacts of the introduction of autonomous vehicles (AVs) into the private car fleet for two countries, namely the USA and Germany. The focus is on fully autonomous vehicles (AVs) which allow drivers to engage in other activities en route. Two 2035 scenarios – a trend scenario and an extreme scenario – are presented for both study countries. For these projections, we combine a vehicle technology diffusion model and an aspatial travel demand model. Factors that influence AV impact in the behavioral model are mainly new automobile user groups, e.g. travelers with mobility impairments, and altered generalized costs of travel, e.g. due to a lower value of travel time savings for car travel. The results indicate that AV penetrations rates might be higher in Germany (10% or 38% respectively) than in the USA (8% or 29% respectively) due to a higher share of luxury cars and quicker fleet turnover. On the contrary, the increase of vehicle mileage induced by AVs is not higher in Germany (+2.4% or +8.6% respectively) than in the USA (+3.4% or +8.6% respectively). This is mainly due to the lack of mode alternatives and lower fuel costs resulting in a higher share of travel times among the total generalized costs of travel in the USA. These results clearly indicate that context factors shaped by national policy will influence AV adoption and impact on travel demand changes. Based on these results the paper draws policy recommendations which will help to harness the advantages of AVs while avoiding their negative consequences.

Chicago’s pilot electronic-scooter program is proving to be a hit with low-income residents who have few transit choices in their far-flung neighborhoods.
Equity is a complex topic – is a bike share system equitable if bikes are available in all neighborhoods, if anyone who wanted to could afford to ride or have a membership, or only if ridership reflects the demographics of the city? In this report, we seek to identify ways for cities and bike share systems to have these conversations with meaningful data. Forth, a Portland-based mobility group, will receive funding for the Clean Rural Shared Electric Mobility (CRUSE) Project from the U.S. Department of Energy for Advanced Vehicle Technologies Research. The CRUSE Project seeks to demonstrate that round trip plug-in electric vehicle (PEV) carsharing can serve rural communities while benefitting low income residents and local businesses. This project will bring the carsharing model to rural communities, where private investment might otherwise never go.
