Re-allocating space on streets to accommodate new uses – particularly for walking, biking, and being – is not new. COVID-era needs have accelerated the process that many communities use to make such street transitions, however. Many communities quickly understood that the street is actually a public place and a public good that serves broader public needs more urgent than the free flow or the storage of private vehicles. This book captures some of these quick changes to city streets in response to societal needs during COVID, with two open questions: 1) what changes will endure post-COVID?; and 2) will communities be more open to street reconfigurations, including quick and inexpensive trials, going forward?

This policy paper focuses on the primary concept of the street as space that can be repurposed – real estate that can be allocated in similar or different ways than done currently. Cities generally refer to this publicly owned and regulated space from one side of the street to the other as the right of way (ROW). Our focus is on the centrality of the ROW in dictating many other community functions and values – transportation and otherwise. And our particular bias is to focus on the opportunities that AV technology is likely to create to rethink how the ROW is allocated, so that our communities can meet their substantial and unique environmental, social, and economic challenges.

Although recent studies of Shared Autonomous Vehicles (SAVs) have explored the economic costs and environmental impacts of this technology, little is known about how SAVs can change urban forms, especially by reducing the demand for parking. This study estimates the potential impact of SAV system on urban parking demand under different system operation scenarios with the help of an agent-based simulation model. The simulation results indicate that we may be able to eliminate up to 90% of parking demand for clients who adopt the system, at a low market penetration rate of 2%. The results also suggest that different SAV operation strategies and client's preferences may lead to different spatial distribution of urban parking demand.

The storm clouds of sprawl addiction had been gathering for years, but it took the Meltdown and the ensuing Great Recession to make it clear just how damaging that addiction had been to the health of cities across the US and abroad. Sprawl has two really big things going for it, but three even bigger things now going against it which are poised to turn the tide against the pattern of sprawl.
Currently, little planning is being done to prepare for driverless technology. Actors at multiple levels, however, have tools at their disposal to help ensure that new technology does not come at the expense of the nation’s remaining natural habitats. This Article advocates for a shift in paradigm from policies that are merely anti-car to those that are pro-density, and provides suggestions for both cities and suburban areas for how harness the positive aspects of driverless cars while trying to stem the negative. Planning for density regardless of technology will help to ensure that, for the world of the future, there is actually a world.

The main objective of this research project is to provide FDOT with information and guidance on how best to begin to prepare for a future in which AV technology first takes root and then takes over the market. The FSU Research Team is investigating the potential impacts of widespread adoption of AV technology on the transportation network and urban form for four key land use and transportation nodes that are vital to the welfare of the State of Florida: Downtown, Office/Medical/University Center, Urban Arterial, and Transit Neighborhood. To accomplish this, the FSU Research Team engaged one-hundred planners, engineers, industry professionals, and public officials in a facilitated visioning session at the 2015 Florida Automated Vehicle Summit (FAV Summit). During this session the research team gathered input on how AVs will impact our communities and how the built environment will need to adapt to accommodate AVs in the coming decades.
We quantify the importance of early action to tackle urban sprawl. We focus on the long-term nature of infrastructure decisions, specifically local roadways, which can lock in greenhouse gas emissions for decades to come. The location and interconnectedness of local roadways form a near permanent backbone for the future layout of land parcels, buildings, and transportation options. We provide new estimates of the environmental impact of low-connectivity roads, characterized by cul-de-sacs and T-intersections, which we dub street-network sprawl. We find an elasticity of vehicle ownership with respect to street connectivity of –0.15—larger than suggested by previous research. We then apply this estimate to quantify the long-term emissions implications of alternative scenarios for street-network sprawl. On current trends alone, we project vehicle travel and emissions to fall by ∼3.2% over the 2015–2050 period, compared to a scenario where sprawl plateaus at its 1994 peak. Concerted policy efforts to increase street connectivity could more than triple these reductions to ∼8.8% by 2050. Longer-term reductions over the 2050–2100 period are more speculative, but could be more than 50% greater than those achieved by 2050. The longer the timescale over which mitigation efforts are considered, the more important it becomes to address the physical form of the built environment.
Between 1998 and 2005, employment in the U.S. warehousing industry grew at a compound annual growth rate of 22.23%, and the number of establishments increased at compound annual growth rate of 9.48%. Over this same period of time, the price for transportation fuels increased dramatically and became much more volatile. In this paper we examine the microeconomic and macroeconomic forces that have enabled such rapid growth in the warehousing industry. We also analyze structural change through employment and warehouse construction starts data and show that a new breed of warehouse has emerged – the mega distribution center, or mega DC.

It identifies and explores transportation technology trends, their potential impacts, and their policy implications, both generally and those specific to the Atlanta region. The result is intended to help support the Atlanta region in developing a regional transportation technology program to prepare for and take advantage of technology innovations in support of the region’s goals.
The continued use of minimum parking requirements is likely to encourage automobile use at a time when metropolitan areas are actively seeking to manage congestion and increase transit use, biking, and walking. Widely discussed ways to reform parking policies may be less than effective if planners do not consider the remaining incentives to auto use created by the existing parking infrastructure. Planners should encourage the conversion of existing parking facilities to alternative uses.

Autonomous vehicles will have a major impact on parking facility designs in the future. Compared to regular car-parks that have only two rows of vehicles in each island, future car-parks (for autonomous vehicles) can have multiple rows of vehicles stacked behind each other. Although this multi-row layout reduces parking space, it can cause blockage if a certain vehicle is barricaded by other vehicles and cannot leave the facility. To release barricaded vehicles, the car-park operator has to relocate some of the vehicles to create a clear pathway for the blocked vehicle to exit. The extent of vehicle relocation depends on the layout design of the car-park. To find the optimal car-park layout with minimum relocations, we present a mixed-integer non-linear program that treats each island in the car-park as a queuing system. We solve the problem using Benders decomposition for an exact answer and we present a heuristic algorithm to find a reasonable upper-bound of the mathematical model. We show that autonomous vehicle car-parks can decrease the need for parking space by an average of 62% and a maximum of 87%. This revitalization of space that was previously used for parking can be socially beneficial if car-parks are converted into commercial and residential land-uses.
This study examines the potential changes in residential location choice in a scenario where shared autonomous vehicles (SAVs) are a popular mode of travel in the Atlanta metropolitan area. This hypothetical study is based on an agent-based simulation approach, which integrates residential location choice models with a SAV simulation model. The coupled model simulates future home location choices given current home location preferences and real estate development patterns. The results indicate that commuters may relocate to neighborhoods with better public schools and more amenities due to reductions in commute costs.
With this paper, RMI hopes to (1) offer cities and other mobility and built environment stakeholders an experimentation toolkit that puts them in a position to more quickly unlock the full potential of new mobility in cities designed to shape and enable it, and (2) engage stakeholders in further codeveloping and exploring a concept for living, flexible, and collaborative experimentation sites we’re calling MOD Cities.

"Beyond Mobility is about prioritizing the needs and aspirations of people and the creation of great places. This is as important, if not more important, than expediting movement. A stronger focus on accessibility and place creates better communities, environments, and economies. Rethinking how projects are planned and designed in cities and suburbs needs to occur at multiple geographic scales, from micro-designs (such as parklets), corridors (such as road-diets), and city-regions (such as an urban growth boundary). It can involve both software (a shift in policy) and hardware (a physical transformation). Moving beyond mobility must also be socially inclusive, a significant challenge in light of the price increases that typically result from creating higher quality urban spaces."
"This report examines the changes that might result from the large-scale uptake of a shared and self-driving fleet of vehicles in a mid-sized European city. The study explores two different self-driving vehicle concepts, for which we have coined the terms 'TaxiBot' and 'AutoVot'. TaxiBots are self-driving cars that can be shared simultaneously by several passengers. AutoVots pick-up and drop-off single passengers sequentially. We had two premises for this study: First, the urban mobility system upgrade with a fleet of TaxiBots and AutoVots should deliver the same trips as today in terms of origin, destination and timing. Second, it should also replace all car and bus trips. The report looks at impacts on car fleet size, volume of travel and parking requirements over two different time scales: a 24-hour average and for peak hours only."
This chapter is intended for the reader who wants to understand what vehicle automation is, its main research questions, and what are its main implications. We also provide guidance on the methods that have been used or could be used to assess its impacts, hence allowing future research on this topic.
For 50 years, American geography and land use has been centered on the personal car. The three revolutions in vehicle sharing, automation and electrification present new challenges and also great opportunities for land use and transportation planners. Absent policy reform, the three revolutions may contribute to more sprawl, but a sustainable planning approach that supports both higher-density development and lower single-occupant (or zero-occupant) driving can once again put people first rather than their cars.

In recent years, economic, environmental, and social forces have quickly given rise to the “sharing economy,” a collective of entrepreneurs and consumers leveraging technology to share resources, save money, and generate capital. Homesharing services, such as Airbnb, and peer-to-peer carsharing services, such as Getaround, have become part of a sociodemographic trend that has pushed the sharing economy from the fringe and more to the mainstream. The role of shared mobility in the broader landscape of urban mobility has become a frequent topic of discussion. Major shared transportation modes—such as bikesharing, carsharing, ridesourcing, and alternative transit services—are changing how people travel and are having a transformative effect on mobility and local planning.
This report is the culmination of the Connected Mobility Initiative launched by the New Cities Foundation in June 2015. "The primary aim of the initiative is to explore the triple convergence of “mobility” — physical, digital, and socio economic — and to propose strategies and steps of this transformation while ameliorating its potentially corrosive effects on public institutions. To this end, the report is split between brief policies of four cities Washington, D.C., London, Sao Paulo, and Manila — facing challenges representative of their respective peers, along with a list of near-, mid-, and long-term recommendations for transport authorities to aid them in their transformations.
