Automated vehicle (AV) policy development and assessment is a difficult and complicated process. Today’s road and vehicle policies are the product of a hundred years of lessons learned. They generally address five areas: safety, efficiency, mobility, convenience, and impact on the environment. Now the prospect-turned-reality of automated vehicles entering public roadways has opened up a number of new policy-related questions. Is it enough to simply modify current road and vehicle policies or will new policies need to be developed addressing much broader aspects of the transportation system? How can these policies be developed to accommodate technologies that either do not yet exist or are only now being tested on the road in constrained environments? Perhaps most importantly, how can policy influence technological design to safely operate with other road users and can we look ahead to have a better view of potential unintended consequences?

SAFE believes that AV-related labor displacement concerns—many of which have been expressed sensationally—must be addressed seriously rather than merely dismissed out of hand or repeated without verification. In response to these concerns, SAFE commissioned a panel of highly regarded transportation and labor economists to conduct a fact-based and rigorous assessment of the economic costs and benefits of AVs, including labor impacts.

Transit bus automation could deliver many potential benefits, but transit agencies need additional research and policy guidance to make informed deployment decisions. Although funding and policy constraints may play a role, there is also a reasonable unwillingness to risk public funding or to undertake new operational models without a full understanding of the approach or without federal leadership and guidance. The purpose of this report is to define a five-year Strategic Transit Automation Research Plan that will establish a research and demonstration framework to move the transit industry forward. Key components of the Plan include conducting enabling research, identifying and resolving barriers to deployment, leveraging technologies from other sectors, demonstrating market-ready technologies, and transferring knowledge to the transit stakeholder community.

Rethinking how projects are planned and designed in cities and suburbs needs to occur at multiple geographic scales, from micro-designs (such as parklets), corridors (such as road-diets), and city-regions (such as an urban growth boundary). It can involve both software (a shift in policy) and hardware (a physical transformation). This paper discusses the current and future state of AVs, and the implications for policy at the federal, state, and local levels. It does not intend to summarize all the research nor provide new analysis of the potential implications of AVs. "To better understand the emerging area of low-speed automated shuttles, the U.S. Department of Transportation (USDOT) Intelligent Transportation Systems Joint Program Office (ITS JPO) partnered with the John A. Volpe National Transportation Systems Center (Volpe) to review the current state of the practice of low-speed automated shuttles. These vehicles share many characteristics with other forms of automated vehicles but include unique considerations in terms of design, operations, and service type, including: fully automated driving (intended for use without a driver); operational design domain (ODD) (restricted to protected and less-complicated environments); low speeds (cruising speeds around 10-15 mph); shared service (typically designed to carry multiple passengers, including unrestrained passengers and standees); and shared right-of-way with other road users, either at designated crossing locations or along the right-of-way itself. This report defines design and service characteristics; discusses the deployers, their motivations, and their partners; and provides information on demonstrations and deployments, both international and domestic. The document also provides context on common challenges and suggested mitigations. Building on all of this information, the document identifies several research questions on topics ranging from safety and accessibility to user acceptance and societal impacts."

This white paper presents a generalized evaluation framework that can be used for assessing project impacts within the context of transportation-related city projects. In support of this framework, we discuss a selection of metrics and data sources that are needed to evaluate the performance of smart city innovations. We first present a collection of projects and applications from near-term smart city concepts or actual pilot projects underway (i.e., Smart City Challenge, Federal Transit Administration (FTA) Mobility on Demand (MOD) Sandbox, and other pilot projects operating in the regions of Los Angeles, Portland, and San Francisco). These projects are identified and explained in Section 2 of this report. Using these projects as the basis for hypothetical case studies, we present selected metrics that would be necessary to evaluate and monitor the performance of such innovations over time. We then identify the data needs to compute those metrics and further highlight the gaps in known data resources that should be covered to enable their computation. The objective of this effort is to help guide future city planners, policy makers, and practitioners in understanding the design of key metrics 3 and data needs at the outset of a project to better facilitate the establishment of rigorous and thoughtful data collection requirements.
This briefing document concisely conveys the key findings of NCHRP Research Report 845: Advancing Automated and Connected Vehicles: Policy and Planning Strategies for State and Local Transportation Agencies. NCHRP Research Report 845 assesses policy and planning strategies at the state, regional, and local levels that could influence private-sector automated vehicle (AV) and connected vehicle (CV) choices to positively affect societal goals. The researchers identified and described mismatches between potential societal impacts and factors that influence private-sector decisions on CV and AV technologies. Policy and planning actions that might better align these interests were then identified. Researchers and the project oversight panel identified the promising actions and then conducted in-depth evaluations of the feasibility, applicability, and impacts of 18 strategies.

"While recent policies directed toward multimodal or complete streets have encouraged increased funding for bicycle- and pedestrian oriented projects, many streets are still plagued by unsafe conditions. This is especially true for one-way streets, which studies show often create unsafe crossing conditions. This study evaluates changes to street dynamics after a two-way street conversion in Louisville, Kentucky. We find that traffic flow increased after implementation of two-way flow, but traffic accidents decreased. We also note other ancillary benefits, such as increase in property values and reduced crime. These results provide evidence that conversions can promote mobility, safety, and livability."
The article outlines the scope of the emerging transportation technologies and how far they can go. It doesn't have to be just about the autonomous cars and how they interact and react with our communities, but how we can work on preparing the rest of the environment to also interact with them.
How safe should highly automated vehicles (HAVs) be before they are allowed on the roads for consumer use? This question underpins much of the debate around how and when to introduce and use the technology so that the potential risks from HAVs are minimized and the benefits maximized. In this report, we use the RAND Model of Automated Vehicle Safety to compare road fatalities over time under (1) a policy that allows HAVs to be deployed for consumer use when their safety performance is just 10 percent better than that of the average human driver and (2) a policy that waits to deploy HAVs only once their safety performance is 75 or 90 percent better than that of average human drivers — what some might consider nearly perfect. We find that, in the long term, under none of the conditions we explored does waiting for significant safety gains result in fewer fatalities. At best, fatalities are comparable, but, at worst, waiting has high human costs — in some cases, more than half a million lives. Moreover, the conditions that might lead to comparable fatalities — rapid improvement in HAV safety performance that can occur without widespread deployment — seem implausible. This suggests that the opportunity cost, in terms of lives saved, for waiting for better HAV performance may indeed be large. This evidence can help decisionmakers better understand the human cost of different policy choices governing HAV safety and set policies that save more lives.

Autonomous trucking is coming faster than expected—perhaps within five years, according to panelists at the Transportation Research Board’s 96th annual meeting in Washington, D.C.
Autonomous vehicles (AVs) represent a potentially disruptive yet beneficial change to our transportation system. This new technology has the potential to impact vehicle safety, congestion, and travel behavior. All told, major social AV impacts in the form of crash savings, travel time reduction, fuel efficiency and parking benefits are estimated to approach $2000 to per year per AV, and may eventually approach nearly $4000 when comprehensive crash costs are accounted for. Yet barriers to implementation and mass-market penetration remain. Initial costs will likely be unaffordable. Licensing and testing standards in the U.S. are being developed at the state level, rather than nationally, which may lead to inconsistencies across states. Liability details remain undefined, security concerns linger, and without new privacy standards, a default lack of privacy for personal travel may become the norm. The impacts and interactions with other components of the transportation system, as well as implementation details, remain uncertain. To address these concerns, the federal government should expand research in these areas and create a nationally recognized licensing framework for AVs, determining appropriate standards for liability, security, and data privacy.
This report is the culmination of the Connected Mobility Initiative launched by the New Cities Foundation in June 2015. "The primary aim of the initiative is to explore the triple convergence of “mobility” — physical, digital, and socio economic — and to propose strategies and steps of this transformation while ameliorating its potentially corrosive effects on public institutions. To this end, the report is split between brief policies of four cities Washington, D.C., London, Sao Paulo, and Manila — facing challenges representative of their respective peers, along with a list of near-, mid-, and long-term recommendations for transport authorities to aid them in their transformations.
The introduction of fully autonomous vehicles will constitute perhaps the largest change to everyday transportation in living memory and is predicted to deliver a wide range of environmental, social and economic benefits. However, the route to full automation is also likely to involve significant challenges, with public attitudes playing an important role in determining the level of success with which the technology is introduced. This report outlines the results of a survey of 233 people measuring current attitudes to autonomous vehicles.
